I can understand you don't want anyone to settle in the forest due to the fact it is to remain a forest, but what if..like for my old elf who is very in tune with the forest he has a tree house. NOW WAIT, BEAR WITH ME! The materials from this are taken from the forest or are removable. Fallen logs tied into place with twine. Hide for the floor, for the walls and roof. Then covered with underbrush and twigs  and sap mix to make a nice, hiding spot for the elf to live in. Cooking and bathing done with fire pits that always get carefully built and stamped out and hidden away.
